UNITED NATIONS (AP) \u2014 Surging global demand for critical minerals<\/span> should be \u201ca once-in-a-lifetime chance\u201d for resource-rich countries in Africa and elsewhere to harness wealth and improve life for millions \u2014 but it has too easily triggered violence and poverty, the head of the World Trade Organization said Wednesday.<\/p>\n

WTO Director-General Ngozi Okonjo-Iweala warned the U.N. Security Council that \u201ccritical minerals are increasingly viewed as strategic assets<\/span>, not just commodities, and a major source of interstate competition.\u201d<\/p>\n

Major economies are racing to get supplies of the minerals<\/span> needed for technology from smartphones to fighter jets to use as leverage, she said. That means a real risk that conflicts will rise and developing economies will find themselves locked into the lowest level of production, while \u201cthe highest value jobs, technologies and profits go elsewhere<\/span>,\u201d she said.<\/p>\n

U.N. Secretary-General Antonio Guterres said competition for lithium, cobalt, nickel and rare earths has seen armed groups reap the benefits<\/span> of illegal mining and mineral smuggling in eastern Congo \u2014 \u201cand civilians have paid the price of ongoing conflict<\/span>.\u201d<\/p>\n

In Sudan, he told the council, the bitter fight between government and paramilitary forces<\/span> for political and territorial dominance has been fueled by the exploitation of natural resources<\/span>, especially gold and gum arabic used in printing, paints, glues, cosmetics and other industries, \u201cleading to atrocities and displacing millions.\u201d<\/p>\n

\u201cThe minerals beneath Africa or any developing region\u2019s soil should never help to finance the conflicts above it,\u201d Okonjo-Iweala said. <\/p>\n

She said a real opportunity exists to create \u201ca more diversified, inclusive, and win-win global economy\u201d where mineral wealth is not just extracted and shaped abroad but is a catalyst for economic transformation.<\/p>\n

She proposed three priorities: <\/p>\n

1. Resource-rich developing countries should demand more local processing, refining and \u201cvalue addition.\u201d <\/p>\n

2. The international rule of law should be strengthened. <\/p>\n

3. Most important, resource-rich countries should work together and use the leverage they have to reverse the export of raw materials and import of finished goods as well as promote investment.<\/p>\n
