BUDAPEST, Hungary (AP) \u2014 Hungary\u2019s former prime minister Viktor Orb\u00e1n<\/span> declared on Wednesday that he and his far-right Fidesz party will lead a peaceful \u201cresistance\u201d movement against what he called the tyrannical exercise of power by the country\u2019s new center-right government.<\/p>\n

Orb\u00e1n was defeated in a blowout election<\/span> in April by Prime Minister P\u00e9ter Magyar<\/span> and his pro-European Tisza party, ending his 16 years in office. Since then, Orb\u00e1n\u2019s nationalist Fidesz party has struggled to recover.<\/p>\n

At a news conference outside party headquarters in Budapest, Orb\u00e1n said a constitutional amendment passed last week<\/span> by Tisza\u2019s majority in Parliament \u2014 which removed Hungary\u2019s Orb\u00e1n-era president<\/span> and set a 12-year term limit for members of Parliament \u2014 had \u201cdismantled the rule of law and eliminated the system of checks and balances.\u201d<\/p>\n

The term limit, which applies retroactively, returns Hungary to a status similar to the final years of its Communist dictatorship in the late 1980s, Orb\u00e1n asserted, \u201cwhen there was no democracy in Hungary, there was no rule of law.\u201d<\/p>\n

He said the term limit would exclude around half of his party coalition\u2019s sitting members from running in the next national elections set for 2030.<\/p>\n

\u201cThis new political system is not a democracy, it is tyranny,\u201d Orb\u00e1n said.<\/p>\n

New government takes aim at Orb\u00e1n\u2019s \u2018mafia\u2019<\/h2>\n

Since taking office in May, Magyar\u2019s administration has gone to work dismantling what he calls Orb\u00e1n\u2019s \u201cmafia\u201d by removing numerous political appointees as well as heads of institutions viewed as having facilitated Orb\u00e1n\u2019s autocratic government.<\/p>\n

The new administration suspended the news service of Hungary\u2019s public television and radio \u2014 which Magyar argued served as a \u201cpropaganda factory\u201d<\/span> for Orb\u00e1n\u2019s party \u2014 and closed the Sovereignty Protection Office, an authority seen by Orb\u00e1n\u2019s opponents as a tool for intimidating critics and silencing independent media.<\/p>\n

Fidesz has portrayed the moves as assaults on democracy and warned of an authoritarian system in the making. Tisza argues it is using its overwhelming electoral mandate to fulfill campaign promises, combat corruption and restore the rule of law that was eroded under Orb\u00e1n.<\/p>\n

On Wednesday, Orb\u00e1n said his party considers any officials Tisza appoints to replace earlier appointees \u201cillegitimate,\u201d and announced his party\u2019s \u201cDeclaration of Resistance\u201d to Magyar\u2019s government.<\/p>\n

Orb\u00e1n offers few details on the new resistance<\/h2>\n

In the declaration, which Fidesz publicized late Tuesday, the party says that \u201cfrom this day forward, our mission is to restore the democratic rule of law.\u201d<\/p>\n

\u201cEvery citizen has the right to stand against tyrannical rule,\u201d the declaration reads. \u201cFidesz … will use every peaceful means, both inside and outside Parliament, to resist the arbitrary exercise of power.\u201d<\/p>\n

It had few details but said it would assist \u201cvictims of the authoritarian regime\u201d and document violations of the law.<\/p>\n

After dominating Hungarian politics for nearly two decades, Fidesz has spiraled since its election loss. According to a June survey by pollster Medi\u00e1n and published by news site HVG.hu, Tisza\u2019s support stands at 60% among the country\u2019s entire population while Fidesz support has shrunk to 18%.<\/p>\n

On Tuesday, prosecutors and investigators with Hungary\u2019s tax authority raided offices housing Fidesz\u2019s data servers<\/span> as part of a probe into suspected embezzlement and other crimes during Orb\u00e1n\u2019s rule. Orb\u00e1n alleged Wednesday that the raid was \u201con political orders,\u201d and said such an action could occur \u201conly in severe dictatorships.\u201d<\/p>\n

Fidesz has seen some of its most prominent politicians take a back seat or leave politics. Last week, its parliamentary caucus leader Gergely Guly\u00e1s stepped down from his role, while Orb\u00e1n-era foreign minister P\u00e9ter Szijj\u00e1rt\u00f3 announced he was resigning from Parliament<\/span> to take an executive position with Chinese carmaker BYD.<\/p>\n
